You can check available ELPA modules using
ml spider elpa
For example, load the module for the ELPA library
ml PDC/23.03
ml elpa/2023.05.001-cpeGNU-23.03
To see what environment variables are set when loading the module
ml show elpa/2023.05.001-cpeGNU-23.03
